1. It was not effective because some reasons like, it doesn’t matter the productivity of a employee, they are paid the same amount per day not taking in account how much they are producing. There is no incentive for workers to produce more. Also Andrew does not take into account that he was in America, another culture that mostly works individually and in china they have a collectivism culture.

2. The system fixed salary was not a good idea so replacing it with the piece-rate system was a good idea but it must be implemented with quality control programs. A strength can be that this motivate the employee to produce more. Also employees would skip less days of works. A weakness could be that even if the productivity increase, the quality of the product could be affected. And the company does not want that, so employees have to work harder and they can be dissatisfied with that.
