  1. Not only was FEMA involved but so was the President, the local and state governments, local law enforcement as well as over 11,000 national guard members. Also people like Ray Nagin (mayor) Mike brown and Michael Chertoff (secretary of homeland security) played big roles during the disaster. Or at least had the responsibility to play a big role. President Bush came in and tried to help but nobody could see what was happening to the people in the streets.

  1. After watching this it is easy to see that necessary precautions and coordination were missing factors during this disaster. There was not enough focus on getting everyone out of the city and the affected areas BEFORE the storm hit. The national guard and military response time took way too long and they should have been on standby before the storm even hit land. You can see that at the most critical time, the lack of leadership and cooperation cost American lives and the slow response time by the military and FEMA was a huge problem for the citizens trying to survive the storm. They did not have enough equipment or enough boats to save those people. The communication systems that were down was the main reason that people could not be saved and the rescuers could not save everyone because they could not communicate. The mayor did not do enough to prepare and save the people and they lost valuable time and equipment due to lack of communication and preparation.

During the beginning of the storm there was extreme lack of communication between the national guard commanders (who were not even in New Orleans) and the national guardsman that were stationed and ready to go out and help. They had no idea that the levies were going to give way and they were told that New Orleans was not going to be hit as hard as they had expected. The guards had to spend the first major part of the storm saving themselves and their supplies and they could not get out to help other people because they couldn’t even get out themselves. They administrators failed to plan and prepare and they did not respond in the correct and efficient manner that they should have. I believe that FEMA should have had more power to go around the governors and mayors and do what they needed to do to ensure that people get treatment and care. The lack of communication and relaying of information between the state and FEMA was devastating. FEMA can only work alongside the state because they have no idea what the State needs.

  1. Prior to the storm hitting, I would have made sure that there was enough time to get everyone out of Charleston but I would have also made it a huge priority to go through into every holler and township to make sure that every single person knew what the threat of staying was. I also would have coordinated with other big cities in surrounding states to ensure I enlist the proper help and resources for the worst case scenario. I would make sure there was an established back up form of communication as well as a set evacuation plan for everyone. Now the difference between Montgomery and Charleston is that there are more people in the city and there fore there will need to a more detailed and coordinated evacuation and contingency plan.
  2. The immediate concerns is making sure everyone gets evacuated and to safety before during and after the storm. To do this, there must be enough rescue equipment and personnel as well as a proper and uninterrupted form of communication. My concerns after the storm would be the clean up and continuing the rescue efforts as well. As for the displaced people from the evacuations, I would make sure that there is a common meeting ground (or several if need be) that people can evacuate to that is well away from the storm. I would make sure that these places had enough food, water, and necessities for survival.
  3. I would make sure too coordinate with FEMA and the national guard to ensure the rescue efforts were done as well and as fast as possible. I would also use the resources that FEMA has to make sure that the evacuation areas and rescued people have enough food and water to survive. Also I would make sure to enlist help from the national government for things like resource and personnel support. Another thing that I would do is get help from the media and have the evacuation sites and plans put on the news and online so that everyone knows what is going on at all times before and after the storm. I would make sure the best quality healthcare is available to those who are injured and rescued and that the potential treatment sites for the rescued people are close by to make sure the citizens have the best chance for survival.
