Los Angeles County Department of Adult Services has strategize and structure a new way

to implement a new software system that has been built by a company called Unixys and

the software system is one of it’s kind. For Unixys, this project was a very expensive one,

experimental and not well accepted by the Department’s workers.

First of all in the Conceptual Model of the Center of Excellence in this model the control of

People was used to assist the employee function better with the changes by offering them

proper training, strategy and structure. As stated in chapter 25 “Organizational desing and

restructuring have tradionally involved the transfer of control-the control of people. Yet organizational design is not about controlling people”. (Information Management: Strategy, Systems and Technologies (1-03-35), 1996). The information that was provided was supposed to assist the employee in performing their best work to the fullest of their capabilities but sometimes too much information that comes in to fast, can be confusing and chaotic. This Model is very important because change will be assumed and depending on how well the skills are
