1.1 Government Related Policy Analysis

1.1.1 Industry Regulatory Regime

At present, the domestic plastic film manufacturing industry implements the industry regulatory regime system: macro-management by government departments with self-regulation management by industry associations. NDRC makes guiding industrial policy; China Plastics Processing Industry Association as the industry self-regulatory association, is the bridge and link between government departments and enterprises.

BOPET Special Committee is under the China Plastic Association, BOPET Special Committee responsible for the collection, statistics, analysis of industry data management, follow-up study abroad BOPET technical and market information; assist government departments in the preparation of planning development and economic technology policy of the industry, participate in industry product standards development and revision; participate in the relevant scientific and technological achievements appraisal and application, provide technical and management consulting services, organize industry technology exchange and training; coordinate internal and external business relationships and industry lateral economic cooperation, promote industrial scale production division specialization.

1.1.2 Major Industrial Policy

April 14, 2008, in the State Science and Technology, Ministry of Finance, State Administration of Taxation jointly issued the "High-tech enterprise identified management approach" (State Science and Technology [2008] No. 172), "thin film preparation technology and application technology." and a series of special features of the film material related technologies is included in the " National support key high-tech fields."

April 15, 2009, the State Council promulgated the "Electronic information industry restructuring and revitalization plan," states: "improve the new printed circuit boards and other products R & D capacity, initially format a complete-mutual-supporting electronic components industry system" , and clear "effort to produce new display panel, the whole module integrated design, manufacturing, and other areas of the glass substrate to achieve breakthroughs in key technologies."

April 20, 2009, China Plastics Processing Industry Association BOPET Special Committee issued "China's three-year development revitalization plan of polyester film industry (2009 -2011)" proposes to focus on supporting the development of high-end polyester film products, including optical poly polyester film, polyester film solar field, electronics, capacitors special polyester film.

July 15, 2010, the National Development and Reform Commission, Ministry of Science, the Ministry of Commerce, Ministry of Industry and Information Technology, Intellectual Property Office jointly issued amendments edition "Current priority to the development of high-tech industrialization field guide (2010)" (draft) , noting that the "functional film" ( in " new materials and special functional materials" ) is the current priority development areas .

2. The PX, TDI, PTA projects’ renovation and expansion project approval authority of Development and Reform Commission is canceled

May 24, 2013, the first batch of the new government to cancel and decentralized administrative examination and approval of 117 projects have been formally announced. The reform of administrative examination and approval of these projects focus on areas of investment and production operations, a number of other departments need NDRC approval revoked the approval of investment threshold. 1. U.S. makes final anti-dumping on China polyester film

31 October 2007, the U.S. Department of Commerce started the anti-dumping investigation on polyester film originating in China. September 19, 2008, the U.S. Department of Commerce make the final ruling on the case, the dumping margin of Chinese products involved was 3.49% ~ 76.62%. December 30, 2011, the U.S. Department of Commerce started the third administrative review of anti-dumping investigations on the case .

June 12, 2013, the U.S. Department of Commerce issued a notice: make the administrative review final ruling of anti-dumping on a polyester film originating in China. Ruled that Teijin DuPont Films China, FUWEI Film, Tianjin Wanhua, Sichuan Dongfang Insulating Material,four companies dumping margin is 12.80%.

2. Malaysia levies anti-dumping duties on China BOPP

May 7, 2013, the Vietnamese Ministry of Industry and Competition Authority said the Malaysian International Ministry of Industry and Trade announced the final decision , it will levy anti-dumping duties on the BOPP originated in Vietnam, China Taiwan, Thailand, China and Indonesia .
