In the dystopian novel of 1984, by George Orwell, there are important elements that the government needs to exist so the society can run smoothly. The government creates dual elements of the hatred of Goldstein by the society and the trickery of the Brotherhood. The elements of war are other factors that the government uses. With these, the country upholds complete control of the people.

The party needs Emanuel Goldstein, a rebel who wishes to overthrow the government, because as long as he is viewed as an enemy, no one would want to be like him. Yet, no one really knows the truth about him; Goldstein isn't an actual person, what's more, he is not really trying to over throw the government. "Goldstein and his heresies will live forever. Every day, at every moment, they will be defeated, discredited, ridiculed, spat upon--and yet they will always survive."(Orwell 268) Goldstein will always survive because Big Brother created him.

Like Goldstein, the brotherhood also does not exist. Winston and Julia once made the mistake of attempting to join with the brotherhood, believing that joining the brotherhood would help the cause of another revolution. However, they didn't know it was only a trap set up by the party. The concept of the brotherhood is a good idea for the party, because this would draw the free thinkers to the thought police; therefore the totalitarian oppressors can arrest and "reeducate" the free thinkers. However, traps and false icons aren't the only elements the Party uses to control people.

Fear from war is one of the most important elements to having complete control. "The rocket bombs which fell daily on London were probably fired by the Government of Oceania itself, just to keep people frightened". (Orwell 2-5).
