EXECUTIVE SUMMARY

The dramatic growth in Internatioanl trade over the last decade has brought about the concern of monitoring the imports and exports involved.There is need to be upto date in terms of monitoring, surveillance, information gathering and revenue collection which is the core business of Kenya Revenue Authority.

In response to these, Graduate Trainee – Customs Preventive Service 2 realise the need to develop and promote modern methods of Border Protection for the benefit of the nation.These will ensure that Government through the Authority has all the necessary information to enable them assess risks of Internatioanl trade, Exit/Entry points operations and to make informed decisions on future imports and exports.

It is felt that the Customs Preventive Services is at the heart of intelligence and this means  relying on old methods of work does not augur well with the dictates of being the best revenue authority in the modern world.

The objective of Customs Preventive Service is to promote shared responsibility and co –operative efforts among partner states in International trade,inorder to protect the nation by facilitating information exchange about trade characteristics,providing for national decision making process on imports and exports and disseminating these to Partners.

For these to be realised, we feel it is nigh time Customs Preventive Service went electronic: more so at our border stations; because at CPS We care!!

E- CPS

The E-CPS provides for technical assistance between the Authority, and its Partners.This will foster co –operation and capacity building in develoment of infrastructure and the know how to manage imports and exports, for good on successful adoption of E-CPS.

Access  to more advanced programmes for regulating imports and Exports will be encouraged to provide technical assistance,including training - to this end ,developing E – CPS in terms of infrastructure and capacity to manage our porous vital borders.

E –CPS is a business practice based on Information Technology in regard to the operatioons of the of such administration.

BENEFITS OF E – CPS

  1. Informed Decision Making

The Authority will receive data in real time and in corporation with other organisation departments on the happenings at the Border post ,E – CPS provides a basis for  making an informed decision regarding Customs Business.

  1. Shared Responsibility

During the training module, The Customs Preventive Service went on experential learning/training with other Governbment Agencies namely Immigration Department and the Administration police.E-CPS will better manage exports, imports of goods and people by promoting a shared responsibility among those charged with border management .Together with the improved infrastructure and tools of trade,we will ensure that protocols of the border do not occur contrary to the laid down laws.

  1. Export Alertness.

This is a proactive concept in that, information of harmful goods or prohibited good will be availed before such goods are entertained in our sovereign territory. All necessary precautions can then be made before hand to manage the same.

  1. Export Data Accompaniment

Information provided for Exports that are required will be availed to minimise risks to workers, enviroment and the economy.

  1. Partnership/Network with other Border Preventive Agency

A current data base (on persons and commodities) of other border management will be at hand and integrated with CPS system (Simba System) who posses experience and technical know how and able to supplement our efforts.

  1. Motivated and Productive Staff

In anticipation of being a modern and fully integrated organisation by 2008, E – CPS will develop (as the Authority) A TEAM embracing modern processes and technologies to deliver for the entire country.E – CPS will motivate and prepare the team to changes and provide more challenges

E-CPS

The Customs Preventive Services is responsible for border operations. It was created as an arm of Customs and Excise Department of Kenya chapter.

Since the August 21 1998 (and September 11) attacks against Kenya border operations have placed a dramatic new emphasis on national security and public safety. The Customs Department created by an Act of Parliament 1977 has more recently provided objectives for co-operation between Member Partner Nations on border operations.

The CPS oversees approximately 20 service stations. It employs over 500 public servants, and offers round-the-clock service at major land border crossings and international airports.
