I recommend the most used software for each department. I think if employees get well trained on the most used software, they might save more time and be more efficient on their work.

Sales Department: Word processing;

Operations Department: Word Spreadsheet;

Accounting: Word Spreadsheet.

Requirement 3

Average number of hours of use of each application for all the employees

I recommend the entire company to have spreadsheet software training if funds were limited to only one type, because employees use spreadsheet most of time. The same reason as requirement 1.
