The men and women of the U. S. Army Corps of Engineers constitute a diverse workforce whose mission is to respond to the nation's needs in peace and war. The Corps' biologists, engineers, geologists, hydrologists, natural resource managers, small business specialist, contract specialist, real estate specialists and other professionals serve as leaders in engineering and environmental matters to meet the demands of changing times and requirements as a vital part of America's Army.

The Corps designs and manages the construction of military facilities for the Army and Air Force and provides design and construction management support for other Defense and Federal agencies. The Corps also plans, designs, builds and operates water resources and other civil works projects.

The Chief of Engineers has separate and distinct command and staff responsibilities. As a staff officer, the Chief advises the Army on engineering matters and serves as the Army's topographer and the proponent for real estate and other related engineering programs. Two components of the Engineer team are assigned to other commands. The first are the Engineer soldiers in troop units who prepare each day to defend the nation and the second are the Directors of Public Works who operate and maintain Army installations.

As commander of the Corps of Engineers, the Chief of Engineers leads a major Army command that is the world's largest public engineering, design and construction management agency. The Corps is organized geographically into divisions and subordinate districts throughout the world with 40,000 civilian and 600 military members.

The private sector is an essential element of the Engineer team. The Corps employs private architectural, engineering and construction firms for most design and all construction work. The partnership between the Corps and the private sector represents an immediate force multiplier of several hundred thousand architects, engineers and builders and is a major contributor to preserving peace and improving quality of life.

The Corps' programs are directed by the President and the Congress. The annual funding program includes several billion dollars in direct and reimbursable funding for the military program and for the civil works program which the Congress funds through public
